Is Bhutan Open for Tourists in 2025?
Yes, Bhutan is fully open to both international and Indian travelers as of 2025. Regular flights operate into Paro Airport, and all major land borders Phuentsholing, Gelephu, and Samdrup Jongkhar are open for overland entry.
All permits, visas, and travel services must be arranged through a registered tour operator, which Allways Tours and Travels manages for you.
Current Entry Rules for Bhutan
Indian Citizens:
- No visa required, but an entry permit is mandatory
- Must carry a valid passport or voter ID (EPIC)
- Entry allowed via Paro Airport or designated land borders
- SDF applies: Rs. 1,200 per person, per night
- Online permit application is recommended for faster processing
Foreign Nationals:
- Visa required prior to arrival
- Travel must be booked through a licensed Bhutan tour operator
- SDF applies: USD $100 per person, per night
- Visa clearance is issued in advance and stamped upon arrival

In-Country Travel Restrictions & Important Notes
- Travel to remote or restricted regions (such as Laya, Merak, or Trashigang) requires special permits
- Visitors must follow the approved itinerary and cannot freely travel in restricted zones without authorization
- Self driving is not permitted; tourists must use Bhutan-registered vehicles with local drivers
- Drone usage is restricted and requires prior government approval
- Photography is not allowed inside certain monasteries and Dzongs (signage will indicate restrictions)
Health & Safety Guidelines (2025)
- No COVID-19 vaccination or test required for entry (as of 2025)
- Travel insurance is recommended but not mandatory
- Bhutan is considered a low-risk destination with clean air, safe drinking water, and reliable healthcare facilities for emergencies
Things You Cannot Bring or Do
- Plastic bags are banned eco-friendly alternatives are encouraged
- Tobacco import is restricted; limited quantities are allowed with high taxation
- Public display of affection is discouraged, especially in religious areas
- Do not touch prayer flags, sacred objects, or monks without permission
- Dress modestly in monasteries: covered shoulders, no hats or sunglasses indoors
No-Entry Zones for Tourists

- Climbing high-altitude peaks such as Gangkhar Puensum is strictly prohibited
- Some border-sensitive and military zones require special security clearance or are completely off limits
